If you keep repeating this lesson, your dog will obey your order and sit, because he realizes that by doing what he is told he will be compensated and also because he can tell that you are delighted with his efforts. Ultimately your dog will heed you as a matter of course, and the treats will no longer be necessary.
Newborn puppies are really quiet innocent and need to be loved and taught how to behave. You can teach your dog from any age but young puppies are easier to train as an old dog may just not have the incentive to learn.
